Working with local governments in Kenya

The new context for energy planning

Kenya’s Energy Act (2019) ushered in a more devolved energy planning architecture, with Kenya’s 47 counties mandated to produce County Energy Plans (CEPs) to feed into national level planning. A new Integrated National Energy Planning (INEP) Framework is also under development. In integrates recommendations on data management and coordination from the EDM team’s research, based on the experience of developing CEPs in Kenya, with support from UK PACT.

Designing and delivering energy services for maximum impact:  How Kenya is leading the way. 

This short film shows how the EDM approach was used in Meru County, Kenya, to develop a County Energy Plan (CEP), as part of the EDM team’s work under the Sustainable Energy Technical Assistance (SETA) Project (see below). The international and county team worked accross development sectors and collaborated with local stakeholders. Solutions were integrated into the wider County Integrated Development Plan (CIDP).

Current support for county energy planning

Different stakeholders are supporting county governments to develop their county energy plans (CEPs). These include development organizations such as GIZ, WWF, WRI and SNV along with Strathmore University.

The SETA Project (2020-2024) was a collaboration between the Kenyan Ministry of Energy and the EU. The EDM planning approach was used to train selected county governments and national government officials.
